Bertil Cottier

Biography

Full professor and former Dean of the Faculty of Communication Sciences at the University of Lugano. Studied law at the University of Lausanne and at the School of Law of Columbia University (New York).

Worked as court reporter for the newspaper "24 Heures" (1977-1983), then as staff legal advisor for the media law and data protection units of the Federal Office of Justice (Bern, 1984-1987). From 1987 to 2005, deputy director of the Swiss Institute of Comparative Law. From 2004 to 2006, director of the advanced studies program on law, criminality and security of new technologies (Universities of Lausanne and Geneva). From 2006 Associate Professor at the Law Faculty of the University of Lausanne (Internet Governance) and guest Professor at the Academy of Journalism (University of Neuchâtel).

Member of the board of the Board of the Swiss National Science Foundation, editor of Medialex (Swiss journal of communications law), member of the Data protection commission of the canton of Ticino. 

Expert for the Council of Europe and the Geneva Centre for Democratic Control of Armed Forces.
